There is no official national tracking system in place to track animal abuse by pet owners,therefore, many cases of animal abuse are likely never reported, and only the most horrific cases are ever made known to the public.
In New Jersey, Keith Morgan, 56, brought a dog to the local animal shelter in March.

Morgan said he found the dog in a bag on the side of the road. The dog was covered in urine and could not even stand because oh his matted coat.
After an investigation it was discovered that the dog, later identified as Sammy, a 17-year-old Cocker Spaniel belonged to Morgan and his wife Shauna Ewing Morgan, 43.
They pleaded guilty to charges of animal cruelty and have each been sentenced to six months in jail.
They were also ordered to pay a $1,000 fine and $13,000 in restitution to the veterinary hospital that treated Sammy and saved his life.
The Morgan’s are also both barred from ever owning a dog again.
Sammy has since recovered and found his forever home.
A mother son and son duo in New Mexico placed their newly obtained puppy in a zip lock bag because they were trying to show how small the dog was in comparison to a Ziploc bag.
Mary Snell, 44, and her son, Britton James Engel, 21, were arrested after posting a photo of the puppy in the sealed ziploc bag and a concerned person notified authorities.
These are only just two examples of the cruelty inflicted upon animals by the people who are supposed to be their caregivers.
