
The Mexican workers fined for bear abuse callously held down the young bear that was tied down and spread eagled and were pulling her ears.
The 3 1/2 year-old female black bear is recovering from the injuries she received after being caught by locals and turned over to civil defense workers and volunteer firefighters.
The locals were apparently the ones who tied the bear up and when the authorities came, instead of rescuing the bear, they joined it and took pictures.
ABC News reports that the bear was suffering from wounds to her mouth and paws.

Apparently the emergency workers though that it would be a fun thing to do and decided to celebrate catching the bear by taking a photo that showed the defenseless bloody-mouthed-bear spreadeagled and tied by ropes to each of its paws while one man was pulling on its ears.
The appalling photo of this abuse was distributed on social media sites.
The fire department and the civil defense office were fined the US equivalent of $1,170 each for mistreating an animal so the Mexican workers fined for bear abuse weren’t actually fined individually, rather the agency’s involved received a very nominal fine which does seem to be much of a deterrent.
ABC News reports a chief inspector of wildlife and parks said that tying up bears like that happens a lot on communal farms. Supposedly the people that capture the bears do not have the proper equipment so they lasso them and tie them up.
Fortunately the female bear appears to have recovered and has been released near where she was captured.
